Many reasons for this, increased cost of railcars, rail improvements, new safety requirements, and reduced tax income. Looks like 155 million short.

I love what one person said should of been in the ballot language,

It should have included statements that said, something
like “our plan is very sensitive to economic variables.
If the economy does not grow as predicted, if inflation
is less than we assumed, or interest rates are higher, the quarter cent
sales tax may not fund the rail services that we have promoted.”

Somehow we have to put in common sense. It is just one of those silly warnings, that lawyers love.
